NATIONAL: DEFENCE & AVIATION: Mid-air Refuellers, Maritime Planes in India’s ₹84,560 cr Defence push

The DAC accorded its acceptance of necessity (AoN) to the capital acquisition projects, paving the way for inducting a range of capabilities.

Lending further momentum to the ongoing self-reliance drive in the defence manufacturing sector, India on Friday approved several key proposals worth Rs.84,560 crore to strengthen the military’s operational readiness, including the purchase of more mid-air refuellers, medium-range maritime reconnaissance and multi-mission aircraft, heavy weight-torpedoes and new generation anti-tank mines.

The Defence Acquisition Council (DAC), headed by Union defence minister Rajnath Singh, accorded its acceptance of necessity (AoN) to the capital acquisition projects, paving the way for inducting a range of capabilities that will help the three services and the coast guard address challenges in their vast domains.

“In the true spirit of ‘Aatmanirbharta’, the approvals accorded today lay special emphasis on the procurement of various equipment from Indian vendors,” the defence ministry said in a statement.

The clearance for the purchase of six mid-air refuellers to extend the reach of the Indian Air Force’s fighter jets is by far the most notable development considering it comes against the backdrop of previous failed attempts to buy new tankers, officials aware of the matter said, asking not to be named.

The refuellers were cleared under the ‘Buy (Global)’ acquisition category which refers to the outright purchase of equipment from foreign or Indian vendors.

IAF operates a fleet of six Russian-origin Ilyushin-78 tankers that are plagued by maintenance problems and the force urgently needs at least six more refuellers.

The go-ahead for 15 new C-295 aircraft in a maritime configuration for the navy and coast guard is equally critical, the officials said.

IAF received the delivery of its first C-295 transport aircraft from Airbus Defence and Space in September 2023. The aircraft was the first of the 56 such planes ordered by IAF under a Rs.21,935 crore project to modernise its transport fleet. The European plane maker will deliver 16 planes in flyaway condition, while the rest will be assembled in India at a Tata facility in Gujarat’s Vadodara.

DAC has accorded AoN, under the Buy (Indian-IDDM) category, for new generation anti-tank mines “with seismic sensor and provision of remote deactivation with additional safety features,” the statement said. IDDM stands for indigenously designed, developed and manufactured.

Under India’s defence procurement rules, the council’s AoN is the first step towards buying military hardware. The Indian-IDDM category is the most important category of acquisition for indigenisation under the defence procurement policy.

“To enhance the operational efficiency and domination in the tactical battle area for engaging targets that are beyond visual line of sight by the mechanised forces, AoN under Buy (Indian-IDDM) category has also been accorded for procurement of canister launched anti-armour loiter munition system,” the statement said.

The military hardware cleared by the council includes air defence tactical control radars to detect slow, small and low-flying targets as well as surveillance, detection and tracking of other targets; active towed array sonar with capabilities to operate at low frequencies and various depths for long range detection of enemy submarines; and heavy-weight torpedoes for enhancing the capabilities of Kalvari class submarines.

India has sharpened its focus on the defence manufacturing sector during the last five to six years and has taken several measures to achieve self-reliance. These include banning the import of a range of weapons, systems and parts, creating a separate budget for buying locally made military hardware, increasing foreign direct investment from 49% to 74% and improving ease of doing business.

Setting aside a budget for India-made weapons and systems is one of the key measures to boost self-reliance. Around Rs.1 lakh crore was earmarked for domestic procurement in the defence budget for 2023-24, compared to Rs.84,598 crore, Rs.70,221 crore and Rs.51,000 crore in the three previous years.

INTERNATIONAL: INDIA IN THE WORLD: India Gifts Missile Corvette INS Kirpan to Vietnam

India gifted the indigenously-built in-service missile corvette INS Kirpan to Vietnam to enhance that country’s naval capabilities. Defence Minister Rajnath Singh announced this on June 19 after bilateral talks with his visiting Vietnamese counterpart General Phan Van Gang.

“Progress on various bilateral defence cooperation initiatives was reviewed during the meeting, with both sides expressing satisfaction at the ongoing engagements,” a Defence Ministry statement said on the talks, stating that the two Ministers had focussed on enhancing cooperation between defence industries of both countries, and maritime security.

Both Ministers identified means to enhance existing areas of collaboration, especially in defence industry cooperation, maritime security and multinational cooperation, the Ministry said. As part of his engagements, General Phan also visited headquarters of the Defence Research and Development Organisation and discussed ways to enhance “defence industrial capabilities by cooperation in defence research and joint production”.

Earlier in the day, General Gang laid a wreath at the National War Memorial and was later given a Tri-Service guard of honour. He arrived in India on June 18 on a two-day visit.

INS Kirpan is a Khukri class missile corvette displacing 1,350 tonnes and was commissioned into the Navy on January 12, 1991. It has a displacement of close to 1,400 tonnes, a length of 91 metres, a beam of 11 metres, and is capable of speed in excess of 25 knots. The ship is fitted with a medium range gun, 30 mm close range guns, chaff launchers, and surface to surface missiles, enabling it to perform a wide variety of roles, including coastal and offshore patrol, coastal security, surface warfare, anti-piracy, and Humanitarian Assistance and Disaster Relief (HADR) operations, according to the Navy.

In June 2022, India and Vietnam signed a Memorandum of Understanding (MoU) on mutual logistics support in the presence of the two Defence Ministers during Mr. Singh’s visit to the Southeast Asian nation, and the two Defence Ministers signed the “Joint Vision Statement on India-Vietnam defence partnership towards 2030”, which the Ministry had said would significantly enhance the scope and scale of existing defence cooperation.

Hanoi has procured 12 high speed patrol boats for the Vietnamese border guard force under a $100 million Line of Credit (LoC) extended in September 2014. In 2016, India extended another $500 million defence LoC, and discussions are under way to identify the equipment.

India has also announced gifting two simulators and monetary grant towards the setting up of a Language and IT Lab at the Air Force Officers Training School for capacity building in the Vietnamese armed forces.

India and Vietnam have shared a Comprehensive Strategic Partnership since 2016 and defence cooperation is a key pillar of this partnership. Vietnam is an important partner in India’s ‘Act East’ policy and the Indo-Pacific vision, the statement added.

The heritage centre highlights the IAF’s role in various wars. It houses five vintage aircraft and will provide visitors with cockpit exposure and an experience with flight simulators.

Defence Minister Rajnath Singh Monday inaugurated the nation’s first Indian Air Force Heritage Centre in Chandigarh’s Sector 18.

Spread across 17,000 sqft at the Government Press Building, the heritage centre highlights the IAF’s role in various wars. It houses five vintage aircraft and will provide visitors with cockpit exposure and an experience with flight simulators. It also houses the first IAF-made patent aircraft Air Force ‘Kanpur-1 Vintage Prototype Aircraft’, a single-engine indigenous flying machine designed and built by the late Air Vice Marshal Harjinder Singh in 1958 at Base Repair Depot Kanpur.

Singh is accompanied by Chandigarh Union Territory (UT) Administrator Banwarilal Purohit, Air Chief Marshal V R Chaudhari, Member of Parliament (MP) Kirron Kher and other officers of the administration.

A souvenir shop equipped with the IAF’s memorial and scale models has been set up at the centre. A theme-based cafe will also be operational for the public.

The Defence Minister, who is on a one-day visit to Chandigarh, will inaugurate and lay the foundation stones for a few other projects in the city as well.

A beautiful one-foot wall that has pictures of 58 vintage and retired aircraft will serve as a visual treat to visitors.

Gradually, this centre will also be updated about various rescue operations being undertaken by the IAF all over the country and at the world level. The initiatives undertaken by the Air Force Family Welfare Association for the benefit of the families of air warriors at the station, regional and central levels will also be shown through projectors.

A memorandum of understanding on the heritage centre was signed between the Chandigarh administration and the Indian Air Force in the presence of Banwarilal Purohit in June 2022.

GRANT-IN-AID PROJECTS: India to Build Harbour for Maldivian Coast Guard, foundation stone laid

The development of the Coast Guard Harbour and repair facility at Sifavaru is one of the biggest grant-in-aid projects of India.

Defence Minister Rajnath Singh and his Maldivian counterpart Mariya Didi on May 3 laid the foundation stone for the Maldives National Defence Forces (MNDF) Coast Guard ‘Ekatha Harbour’. The development of the Coast Guard Harbour and repair facility at Sifavaru is one of the biggest grant-in-aid projects of India, a joint press communique issued at the end of Mr. Singh’s three-day tour said. This is the first visit of an Indian Defence Minister to the island nation in 11 years.

“Both Ministers reaffirmed the importance of maintaining peace, stability and security in the region and recognised the need to work together to address common security challenges. They underscored the importance of respecting international law and rules-based international order and expressed their commitment to upholding these principles,” the joint communique said. Both Parties reaffirmed their commitment to further strengthening the partnership between their countries, and expressed common sentiments that they looked forward to continuing the dialogue and cooperation in the future, it stated.

Noting the progress made in ongoing defence cooperation between the two countries including joint exercises and exchanges of visits by military officials, the two Ministers also noted the “importance of sharing best practices and expertise in areas such as counter terrorism, disaster management, cyber security and maritime security.”

The Ministers agreed to explore additional avenues for cooperation, including in the areas of defence trade, capacity building and joint exercises, the communique said.

In a further step, in the expanding India-ASEAN (Association of South East Asian Nations) military cooperation, the maiden ASEAN-India Maritime Exercise (AIME) is set to begin on May 2 with war games in South China Sea. Navy Chief Adm. R. Hari Kumar is in Singapore for the exercise as well as to take part in the International Maritime Defence Exhibition (IMDEX-23) and International Maritime Security Conference (IMSC) being hosted by Singapore.

In separate developments, the Defence Minister arrived in Maldives on a three-day visit while Air Force Chief Air Chief Marshal V.R. Chaudhari embarked on a four-day visit to Sri Lanka.

Indian Naval Ships Satpura and Delhi with Rear Admiral Gurcharan Singh, the Flag Officer Commanding-Eastern Fleet “… arrived at Singapore on May 1 to participate in the inaugural AIME-2023” scheduled from May 2-8, the Navy said in a statement. “AIME-2023 will provide an opportunity for Indian Navy and ASEAN navies to work together closely and conduct seamless operations in the maritime domain,” it added.

The ‘Harbour Phase’ of the exercise is scheduled to be held at Changi Naval Base from May 2-4 and ‘Sea Phase’ from May 7-8 in the South China Sea, the Navy said. The ships, during their port call at Singapore, will also participate in IMDEX-23 and IMSC, it added.

The inaugural edition of the naval and maritime defence event IMDEX was held in 1997 and has since been expanding year on year. There are about 50 delegations this year, it has been learnt.

Established in 2009, the IMSC is co-organised by Singapore Navy and S. Rajaratnam School of International Studies (RSIS). The conference brings together navy chiefs, coast guard director-generals, policy makers, strategic thinkers and maritime stakeholders to exchange ideas and discuss ways to enhance and foster mutual security in our maritime commons, the IMSC website states.

Maldives visit

Mr. Singh reached Male on Monday afternoon on a three-day visit, the first by an Indian Defence Minister to Maldives in 11 years, according to the Indian High Commission. “Our meeting in Male today was very good. We exchanged views on multiple subjects including further boosting the defence partnership between India and Maldives,” Mr. Singh said after a meeting with his counterpart Mariya Didi.

The entire gamut of defence relations between the two countries will be reviewed during the deliberations. The Minister will also call on Maldivian President Ibrahim Mohamed Solih.

In tune with India’s commitment to capacity building of friendly countries and partners in the region, Mr. Singh will gift one Fast Patrol Vessel ship and a Landing Craft to the Maldives National Defence Forces, the Defence Ministry said. “During his stay, he will also visit the ongoing project sites in the country and interact with the Indian diaspora.”

India and the Maldives are working closely to effectively address shared challenges, including maritime security, terrorism, radicalisation, piracy, trafficking, organised crime and natural disasters, the Ministry added.

India has successfully conducted a maiden flight trial of a sea-based endo-atmospheric interceptor missile off the coast of Odisha.

The missile test was conducted by the Defence Research and Development Organisation (DRDO) and the Indian Navy on Friday.

“The purpose of the trial was to engage and neutralise a hostile ballistic missile threat thereby elevating India into the elite club of nations having Naval BMD capability,” the Ministry of Defence said on Saturday.

Defence Minister Rajnath Singh congratulated DRDO, Indian Navy and industry involved in the successful demonstration of ship-based ballistic missile defence (BMD) capabilities.

NATIONAL: DEFENCE / AVIATION: PM Modi Unveils India’s Biggest Helicopter Manufacturing Facility at HAL, Tumakuru

Prime Minister Narendra Modi on Monday inaugurated the Hindustan Aeronautics Limited’s helicopter factory — the country’s largest chopper manufacturing facility — in Tumakuru district of Karnataka.

Bengaluru-headquartered HAL plans to produce more than 1,000 helicopters in the range of 3-15 tonne with a total business of more than Rs 4 lakh crore over a period of 20 years at this facility in Gubbi taluk, officials said.

The factory, spread across 615 acres for which the Prime Minister laid the foundation stone in 2016, would initially manufacture Light Utility Helicopters (LUH)).

It will enable India to meet its entire requirement of helicopters without import and giving much-needed fillip to the Prime Minister’s vision of ‘Aatmanirbhar Bharat’ in helicopter design, development, and manufacture, they said.

Defence Minister Rajnath Singh, Karnataka Chief Minister Basavaraj Bommai and senior officials of Ministry of Defence were among those present on the occasion.

“It is a dedicated new greenfield helicopter factory which will enhance India’s capacity and ecosystem to build helicopters,” Singh said.


Assembly polls in Karnataka are due by May.

PM Modi unveiled the LUH, which has been flight tested. The LUH is an indigenously designed and developed three-tonne class, single-engine multipurpose utility helicopter. Initially, the factory will produce around 30 helicopters per year and can be enhanced to 60 and then 90 every year in a phased manner, according to the Defence Ministry.

The factory will be augmented to produce other helicopters such as Light Combat Helicopters (LCHs) and Indian Multirole Helicopters (IMRHs). It will also be used for maintenance, repair and overhaul of LCH, LUH, Civil Advanced Light Helicopter (ALH) and IMRH in the future.

Potential exports of civil LUH will also be catered to from this factory, which is being equipped with state-of-the-art Industry 4.0 standard tools and techniques for its operations, officials said.

The proximity of the factory, with the existing HAL facilities in Bengaluru, will boost the aerospace manufacturing ecosystem in the region and support skill and infrastructure development such as schools, colleges and residential areas, it was noted.

The factory is fully operational after the establishment of facilities like heli-runway, flight hangar, final assembly hangar, structure assembly hangar, air traffic control and various supporting service facilities, officials said.

The INS Mormugao is said to be equipped state-of-the-art weapons and sensors, surface-to-surface and surface-to-air missiles besides modern surveillance radar which provides target data to weapon systems.

Remarking that the state-of-the-art warship INS Mormugao was a major example of the country’s indigenous defense production capability, Defence Minister Rajnath Singh on December 18 expressed confidence about India being able to cater to not just local but global ship-building needs as well.

Mr. Singh was speaking at Mumbai’s Mazagaon docks during the Commissioning Ceremony of the INS Mormugao, the second of four ‘Visakhapatnam’-class destroyers (also classed as P-15B stealth, guided-missile destroyers) indigenously designed by the Indian Navy’s Warship Design Bureau.

The warship, christened after the historic port city in the coastal State of Goa, was built by the Mazagon Dock Shipbuilders Limited (MDSL).

Also present on the occasion were General Anil Chauhan, Chief of Defence Staff (CDS) of the Indian Armed Forces; Navy Chief Admiral R. Hari Kumar; Goa CM Pramod Sawant along with Goa Governor Sreedharan Pillai among others.

“The commissioning of this warship is proof of excellence in India’s warship design and development. The INS Mormugao is one of India’s strongest warships and I have full confidence that it will facilitate remarkable growth in country’s maritime capability. The ship will be among one of the world’s most technologically-advanced missile carrier and is a major example of our indigenous defence production capability. There is no doubt that in the near future, we will cater to India’s ship-building needs but that of the world’s as well,” said Mr. Singh, adding that the country was en-route to attaining the objective of not only ‘Make in India’ but ‘Make for World’.

The INS Mormugao is said to be equipped state-of-the-art weapons and sensors, surface-to-surface and surface-to-air missiles besides modern surveillance radar which provides target data to weapon systems. Capable of achieving speeds of over 30 knots, the warship is said to be able to fight under nuclear, biological and chemical warfare conditions.

Noting the continuous increase for demand in military equipment owing to global security reasons, the Defence Minister said that the country had every opportunity to utilise its capabilities to the fullest and move forward towards making India “an indigenous shipbuilding hub.”

Commenting on the name of the warship and the historic importance of Mormugao, Mr. Singh said: “Even as a port, Mormugao has contributed significantly to the growth of India’s maritime trade. Even today, it is one of the oldest and largest ports in the country and will retain this special place due to the services it provides…be it Mormugao fort or Mormugao port, both are recorded with great distinction in Indian history of India,” he said, noting the 17th century Maratha campaign against the Portuguese under Chhatrapati Sambhaji (Shivaji’s son).

The INS Mormugao was launched in September 2016 and commenced her sea trials on December 19, 2021, coinciding with 60 years of Goa’s Liberation from Portuguese rule. Her commissioning on today (December) coincides with the day that ‘Operation Vijay’ was launched in 1961 to free Goa from Portuguese rule.

Navy Chief, Admiral R. Hari Kumar said the achievement was “indicative of the large strides” the country had taken in warship design and building capability over the last decade, while stating that the Navy had a tradition of naming ships after cities which created an enduring umbilical link between the two.
